应对新冠疫情确保物流链畅通助力复工复产

——中国—东盟交通部长联合声明

我们，中国与东盟十国交通部长，于2020年7月16日召开中国—东盟交通部长应对新冠疫情视频特别会议，

意识到新型冠状病毒肺炎疫情的全球大流行使整个世界面临前所未有的威胁和挑战，对各国经济和人民生活造成严重影响，

向因疫情失去亲人的家庭致以沉痛哀悼，

注意到为了减缓疫情的传播并减轻其影响，各国立即采取了各种必要措施，包括限制旅行、关闭边界、限制进出港航班和船舶航次等，

意识到疫情对经济造成的不利影响包括但不限于出行和旅游业、制造业、零售业、交通运输业和其他服务业，供应链和金融市场，

还意识到各国在新冠疫情面前休戚与共，强调协调一致、各部门各领域的参与对于中国和东盟各国基于公共卫生和经济考虑及时采取有效防控措施至关重要，

忆及第36届东盟峰会《主席声明》欢迎与对话伙伴举行部长级会议，就合作减缓、防控、应对新冠疫情影响交换意见、开展合作，并重申领导人们在《东盟领导人关于构建团结协作和主动应对的东盟的愿景声明》中关于不断深化东盟与伙伴、其他区域和全球性组织间合作的承诺，以及在《东盟关于新冠肺炎疫情特别峰会宣言》和《东盟与中日韩抗击新冠肺炎疫情领导人特别会议联合声明》中关于共同防控疫情、应对其对经济社会负面影响的承诺，

认识到全球贸易供应链中约有90%的必需品（如能源、原材料）依靠全球运输来实现，

重申自2002年共同成立中国—东盟交通部长会议机制以来，各方始终致力于推动建立无缝、高效、安全的运输与物流体系，有力推动中国与东盟间运输与物流合作水平不断提升，为促进贸易往来提供了基础保障与便利，

承认运输与物流能确保重要货物及服务的顺畅及时供应，对全球抗疫工作至关重要，将继续处于全球抗疫前沿，

为此，我们同意通过以下方式继续团结合作，共同抗疫：

（1）加强运输与物流领域的抗疫合作，以畅通粮食、必需药品和医疗物资、关键农产品等重要货物和其他物资服务跨境流动的便利通道；

（2）承诺积极采取措施确保关键物资运输，为上述物资入境、离境和过境提供必要的便利，以避免中断；

（3）加强与世界卫生组织、国际海事组织、国际民航组织等联合国框架内多边组织及世界贸易组织等相关国际论坛的合作协调，强调遵循货物放行和便利化运输有关国际标准，避免采取不必要的交通限制措施，特别是保障港口开放，以确保国际物流顺畅运转；

（4）鼓励相关主管机关在牢记航行安全对确保供应链畅通高效的重要性的前提下，继续做好船舶、船员证书的有效期展期和信息共享工作；

（5）进一步交流共享信息、知识和最佳实践，以共同提升陆路口岸、海港和机场的疫情防控能力，加强对交通运输系统一线工作人员的个人防护培训和保障，防止病毒跨境传播，减少疾病入侵危险；

（6）期望通过交通领域既有机制和平台继续开展中国与东盟间合作，探讨随着旅行限制逐渐放宽，如何在遵守防疫规定的前提下根据各国实际情况便利旅行安排，同时尽可能寻求政策协同，以更好地服务和支持交通互联互通和物流体系建设，维护全球供应链、产业链和价值链稳定；

（7）视情推动将此议题纳入到领导人会议议程中。

JOINT STATEMENT OF ASEANAND CHINA TRANSPORT MINISTERSON ENSURING SMOOTH TRANSPORT AND LOGISTICS TO COMBAT COVID-19 AND REACTIVATE THE ECONOMY

WE, the Transport Ministers of ASEAN Member States and the People’s Republic of China,have convened the ASEAN-China Transport Ministers'Special Meeting on COVID-19 on 16 July 2020 through Video Conference.

Recognizing thatthe global COVID-19 pandemic poses unprecedented threats and challenges to the whole world, including the severe disruption to economies and the devastating impact on the livelihoods of people,

Expressingour profound condolences to those families whose lives have been tragically affected by this pandemic,

Notingthat, in order to mitigate the spread of COVID-19 and its impacts, various immediate and necessary measures have been taken by States, including restricting travel, closing borders, and limiting the frequencies of inbound and outbound flights and vessel sailings,

Recognizingthat the adverse impact of the COVID-19 outbreak on the economy, particularly including but not limited to the travel and tourism, manufacturing, retail, transport, and other services sectors as well as the disruption of supply chains and the financial markets,

Also recognizingour interconnectedness and vulnerabilities in the face of COVID-19, and emphasizing the critical importance of a coherent, multi-sectoral, and multi-stakeholder approach in ensuring ASEAN Member States’ and China’s timely and effective response to the pandemic based on public health and economic consideration by ASEAN Member States and China,

Recallingthe Chairman’s Statement of the 36thASEAN Summit to welcome the holding of Ministerial meetings with Dialogue Partners to exchange views and explore cooperation to mitigate, control and respond to the impact of COVID-19, and reaffirmingthe commitments of our leaders in ASEAN Vision Leaders’ Statement on a Cohesive and Responsive ASEAN to further intensify cooperation with ASEAN’s partners, other regional and global entities, as well as the Declaration of the Special ASEAN Summit on Coronavirus Disease 2019 and Joint Statement of the Special ASEAN Plus Three Summit on Coronavirus Disease 2019 to enhance collective response to public health emergencies, mitigating socio economic impact of COVID-19 and future pandemics,

Realizing thatabout 90% of the necessities in the global trade supply chain such as energy and raw materials rely on global transport,

Reiteratingour commitment to fostering a seamless and efficient transport and logistics system since the jointly launched ASEAN-China Transport Ministers'Meeting in 2002, which has greatly boosted cooperation between ASEAN and China in this field and enhanced fundamental infrastructure and facilitation for trade flows,

Recognizing in particularthat transport and logistics play an important role and continue to be at the forefront of global response to COVID-19 pandemic in terms of ensuring the smooth and timely supply of essential goods and services,

We hereby agree to strengthen our collective response to COVID-19 based on sustained cooperation and solidarity by:

(a) STRENGTHENING cooperation in the field of transport and logistics in response to the pandemic, with a view to ensuring unimpeded passage for cross-border movement of essential goods, including food, vital medicines and medical supplies, critical agricultural products, and other vital goods and services;

(b) COMMITTING to actively taking measures to ensure the transport of essential materials and supplies, including the necessary facilitation for entry, departure and transit of these materials and supplies to avoid any disruptions;

(c) ENHANCING cooperation and coordination with multilateral organizations through the framework of the United Nations, including the World Health Organization, the International Maritime Organization, the International Civil Aviation Organization, as well as other related international fora such as the World Trade Organization, while emphasizing the adherence to agreed international standards for the release of goods and transport facilitation, and avoid unnecessary traffic restrictions,and in particular ensuringthe openness of seaports forthe smooth operation of international logistics;

(d) ENCOURAGING the relevant competent authorities to continue extending the validity period of ship and crew certificates as well as exchange relevant informationwhile remaining mindful of the importance of navigational safety to ensure smooth and efficient supply chains;

(e) Stepping up exchangesof information, knowledge and best practices, to jointly enhance the capability of pandemic control at land border crossings, seaports and airports, strengthen pandemic-related training and protection of field workers in transport networks, prevent cross-border transmission of the virus, and reduce the risk of imported cases;

(f) LOOKING FORWARD to the continued engagement between ASEAN and China through existing networks and platforms under the ASEAN Transport Sector, exploring the possibilities to facilitate travel arrangements in accordance with national circumstances, in thegradual lifting of travel restrictions while respecting health precautions, and seekingpolicy synergy where possible, so as to better serve and support the development of transport connectivityand logistics system, and ensure the stability of global supply chain, industrial chain and value chain;

(g) UNDERTAKING to consider this topic into the agenda of highest level conferences, as appropriate.
